Market Strength, Rent Control Create New Levels Of Demand For Management Expertise
New rent control requirements and the sustained popularity of owning Bay Area multifamily assets has spurred Silicon Valley Multifamily Group (SVMG) to launch a new, dedicated property management division. The firm has hired industry veteran Jody Marshall as Vice President of Property Management to lead the new service.
“Local multifamily owners believe in the long-term strength of their assets, but changing market dynamics – including increasingly stringent rent control regulations – have made it difficult to manage properties without expert guidance,” said Michael Shields, CCIM, Founder and Managing Broker for Silicon Valley Multifamily Group. “Jody is an industry veteran who understands property management and the rent control ordinances in our local market, and can parlay that knowledge into more profitable strategies for our owners.”
Marshall will lead an already experienced property management staff at SVMG, initially established to manage SVMG investments and provide limited, value-add management services to the company’s existing brokerage clients owning up to 50 multifamily units.
Under Marshall’s leadership, SVMG will continue to provide these services as it pursues larger-scale assignments and consulting opportunities for owners with more than 50 units, following the company’s three basic goals. These are: Increasing a property’s net operating income through rent increases and/or operating expense reductions; increasing property value through property maintenance and improvement strategies; and protecting value with insurance, inspections and maintenance.
All members of the SVMG staff, including brokers, agents and property managers, are California Certified Residential Managers (CCRM), denoting the California Apartment Association’s gold standard for property management education and certification.

A 40-year industry veteran, Marshall serves as the Executive Director of Westwood Properties, a role she has held since 1987. She is the primary instructor for the California Apartment Association’s CCRM program and has written and taught dozens of property management programs for the CAA, Santa Clara County Association of Realtors, Project Sentinel, and other groups and corporate colleges across the market.
Marshall has additionally served as an education board member for the California Apartment Association and was co-founder and instructor for the City of San Jose’s Project Blossom, a training course and boot camp for income property owners.
